Draft Northeast Ocean Plan

As announced in Federal Register Notice 2016-12196

The Draft Plan

The Northeast Regional Planning Body (RPB) released the draft Northeast Regional Ocean Plan for public review and comment in May 2016. Several years of public engagement, scientific study and data analysis, and collaboration led to this draft, and the RPB thanks everyone who joined the discussion about the draft Plan. A revised version of the Plan will be submitted to the National Ocean Council in October 2016.

The RPB solicited public feedback on the Draft Plan from May 25 through July 25. Readers could comment on each chapter electronically at each chapter landing page, in-person at any of the RPB’s s public comment meetings, through an online comment tool, or by submitting written comments to via mail or by sending an e-mail to comment@neoceanplanning.org. The RPB reviewed and discussed all the comments collected which have been posted online, and prepared a revised Plan and response to comments document accordingly.

The full Draft Plan is also available as a low-resolution version (198pp, 11.7M). Development of the plan was informed by the Baseline Assessment, which also is available for review. The Northeast Ocean Data Portal is an essential component of the Draft Plan, and also can inform review of the Plan.

Ocean Planning Timeline

  • November 2012 Inaugural Northeast RPB Meeting: Develop common understanding about the RPB; provide context and lay foundation of regional ocean planning; engage stakeholders and the public, discuss initial focus.
    April 2013 Northeast RPB Meeting: Northeast RPB Meeting: Identify draft goals for regional ocean planning and mechanisms for receiving public input about those draft goals; provide opportunities for public input about topics under consideration.
    May/June 2013 Public Comment Meetings: Ten public meetings throughout New England to discuss draft regional ocean planning goals.
  • January Northeast RPB Meeting: approve goals and objectives; move forward on related tasks.
    May/June Public Engagement: Natural Resources Workshops and focused engagement to discuss progress toward goals of effective Decision-Making and Healthy Ocean and Coastal Ecosystems.
